Plan B without emigration: a status that does not require you to relocate

The most common objection to a second passport or residency is: "why would I move anywhere?" The answer: most workable routes require no relocation at all. Citizenship of Turkey and Vanuatu carries no residence requirement, and Greece's residence permit has no minimum-stay rule for renewal. Let's break down how a status works without relocation — and what it does not change.

Why "a second passport = emigration" is a myth

The term "investment immigration" is misleading: it implies relocation, whereas most citizenship- and residency-by-investment programmes are designed for the opposite — as insurance in case you ever need to move, not as an obligation to do so now. The difference between programmes is not whether they grant a status without relocation (almost all do), but what that status physically solves: a spare travel document, access to a specific visa bloc, or a tax option that only takes effect once you actually move. A general overview of the programmes is in "Second citizenship & residency by investment in 2026".

Turkey — a passport without relocation

Turkish citizenship by investment requires no residence at any stage — neither before receiving the passport nor after. The condition is owning real estate worth at least $400,000 for a minimum of three years; processing takes about 9–12 months, and the spouse and children under 18 are included in the application. The G20 Turkish passport works in parallel with your existing one (Turkey recognises dual citizenship), gives a travel channel independent of any Schengen quota, and separately opens eligibility for the US E-2 investor visa. A detailed breakdown of the programme and the numbers is in "Turkish citizenship by investment 2026" on turkeyzero.tax.

Vanuatu — a status without a single visit

Vanuatu closes the same task even faster: a contribution from $130,000, a decision in 2–3 months, no residence requirement and no mandatory visit to the country during processing. It is the cheapest and fastest status in the line-up — the trade-off being a narrower visa-free list: for regular business travel to Europe or the US, Vanuatu does not replace Turkey (see which status removes which travel restriction), but as a pure "just-in-case" Plan B it works more efficiently and cheaply than any other programme.

Greek residency — Europe without mandatory living there

Greece's Golden Visa is structured differently: it is not citizenship but a renewable residence permit from €250,000, and here is the nuance that sets Greece apart from many other European programmes — there is no minimum-stay requirement for renewing the card. The family (spouses and the parents of both spouses) gains Schengen access on the same basis. An important caveat: this solves the task of "holding an EU status in case you need it", but it does not replace the years of actual residence required separately if the goal is not the residence permit itself but subsequent naturalised Greek citizenship.

What a status without relocation does not solve

This is where the model falls apart if you oversimplify it, so we won't. A second passport or residence permit obtained without relocating does not automatically change your tax residency — that is determined by actual physical presence and other criteria, not by the mere fact of holding a status. If the status is obtained without moving, your home-country obligations remain in full: notifying the authorities of the second citizenship or residence permit within the set deadline, currency-control rules, CFC rules for business owners, and CRS automatic exchange on foreign accounts. A status without relocation is an option for the future — not a change of tax residency and not a cancellation of your current obligations today.

How to choose a status for the "no relocation" task

  • You need a spare passport and a path to the US visa, and are ready to hold real estate for 3 years → Turkey.
  • You want maximum speed and minimum budget for a "just-in-case" status → Vanuatu.
  • You need Schengen access for the whole family without any obligation to live there → Greek residency.

Full terms and figures for each programme are in "All investment programmes 2026: the map of options", and an honest map of eligibility by citizenship is in "What is — and isn't — available to citizens of Russia and Belarus in 2026".

Bottom line: a second passport or residency does not oblige you to relocate — Turkey and Vanuatu require no residence at all, and Greek residency has no minimum-stay rule for the year. But a status without relocation remains a status — not a change of tax residency and not a reason to forget about notifications and CRS.
