«Will it be easier for my child to get in, and will a second passport get them into a foreign university?» This is the most frequent parental question we hear on calls. More frequent than timelines, more frequent than visa-free travel. «Станет ли ребёнку легче и сможет ли он поступить в иностранный вуз, если у него будет второй паспорт?» — это самый частый родительский вопрос на консультации. Чаще, чем про сроки, чаще, чем про безвиз.
The honest answer is no. And that is where the part worth reading begins: for a family with children abroad, a second passport really does change a great deal — just not at the point where it is expected to. Честный ответ на него — нет. И дальше начинается то, ради чего стоит читать: паспорт для семьи с детьми за границей действительно много меняет, просто не в той точке, где его ждут.
1. What a second passport does not do1. Что второй паспорт не делает
It does not affect admission. A university looks at grades, exams, language and payment. Either the exams are passed or they are not. Either the tuition is paid or it is not. Citizenship of Grenada, Vanuatu or São Tomé does not enter that formula at all: an admissions office gives no advantage for a passport and waives no requirement because of one.Он не влияет на приём. It does not make tuition cheaper. The gap between «home» and international fees at European and British universities is tied not to the passport as such but to residence status in that specific country — usually requiring several years of living there before the course begins. None of the citizenship-by-investment programmes we work with confers that status: a child with a Caribbean or Pacific passport remains an international student.Он не делает обучение дешевле. And it does not buy a scholarship. This is a separate, very much alive misconception, and people bring it to us regularly — so we will take it apart properly. 2. Commonwealth scholarships: why this does not work2. Стипендии Британского Содружества: почему это не работает
The parental logic is clear: Grenada, Dominica and Saint Lucia belong to the Commonwealth, so a child holding such a passport gains access to British scholarships for Commonwealth countries.Логика родителя понятна: Гренада, Доминика, Сент-Люсия входят в Содружество, значит ребёнок с таким паспортом получает доступ к британским стипендиям для стран Содружества.
Open the conditions of the Commonwealth Scholarship Commission, funded by the UK Foreign Office. To qualify, a candidate must simultaneously:Открываем условия Стипендиальной комиссии Содружества (CSC, финансируется британским МИД). Чтобы претендовать, кандидат должен одновременно:
- be a citizen of a country on the list — some Caribbean states are on it, some are not, and the list is revised;быть гражданином страны из списка — часть карибских государств в нём есть, часть нет, и список пересматривается;

A purchased passport satisfies only the first of the four. The second — permanent residence — is precisely what an investor deliberately avoids: the programmes in question are valued for not requiring relocation. The fourth contradicts the situation outright: someone who has paid for a citizenship programme does not, by definition, pass a test of inability to pay for tuition.Купленный паспорт закрывает только первый пункт из четырёх. These scholarships exist for talented students who have won a competitive place and cannot study in Britain at their own expense. 3. What a second passport actually does3. Что второй паспорт делает на самом деле
Now the part families with children already studying abroad actually obtain it for. In not a single case known to us was a passport arranged in order to get a child admitted. It was arranged for other reasons — and started working precisely around the studies.Теперь то, ради чего его заводят семьи, у которых дети уже учатся за границей. 1. Parents can come and see their child. This is the most common and the most underrated effect. The child studies in Europe or Britain on a student visa, and it is the parents who run into visa trouble: refusals, shortened validity, unpredictable appointment slots. A second passport restores predictability to the trip to your own child — not «mobility» in the abstract, but a specific flight to a graduation that might otherwise not happen. Ребёнок учится в Европе или Британии по студенческой визе, а у родителей начинаются проблемы с визами: отказы, сокращённые сроки, непредсказуемые записи в консульство. 2. The child stops depending on every next entry. While the study status is the only document, any gap between visas becomes a problem: holidays, a leave of absence, changing university, a trip home and back. A second passport removes not a barrier but friction.2. Ребёнок перестаёт зависеть от каждого следующего въезда. 3. There is room to manoeuvre when the student visa expires. This is arguably the main practical effect. The course ends, the student status lapses — and under the old arrangement one has to leave on a fixed date regardless of what is happening with work, documents and plans. 4. Two cases from practice4. Два случая из практики

A family that obtained Caribbean citizenship in 2022–2023. By then the children had been studying in England for several years. The passport was not arranged for them. But when obtaining visas became difficult, it was the passport that left the parents able to fly to their children calmly — and gave the children a stable position while their study status was running out.Семья, оформившая карибское гражданство в 2022–2023 годах. A family whose children attended the French lycée in Moscow and then left to study in France. By the time they moved they already held a second citizenship. And here is the honest conclusion we repeat to clients often: the children would have left on their Russian passports too. Expensive private schools and universities continue to admit students from Russia — the question is payment and paperwork, not nationality. The passport did not open the door; it removed the queue at the consulate.Семья, где дети ходили во французский лицей в Москве, а потом уехали учиться во Францию. 5. Separately: the passport and your child’s tax position5. Отдельно: паспорт и налоги ребёнка
For families with children abroad this is the next question, and it is almost never asked in time.Для семей с детьми за границей это следующий вопрос, и его почти никогда не задают вовремя.
A second citizenship on its own does not change tax residence — neither yours nor your child’s. Residence is determined by days and by the centre of vital interests, not by a passport. A student who has gone abroad to study usually loses Russian tax residence simply by being absent, and that happens whether or not there is a second passport.Второе гражданство само по себе не меняет налоговое резидентство — ни ваше, ни ребёнка. Резидентство определяется днями и центром жизненных интересов, а не паспортом. Студент, который уехал учиться, чаще всего теряет российское налоговое резидентство просто по факту отсутствия, и это происходит независимо от того, есть у него второй паспорт или нет.
What does remain:Что при этом остаётся:
- the duty to notify the Russian Ministry of Internal Affairs of a second citizenship or residence permit within the statutory period — it falls on the person concerned, and on the parents in the case of a minor;обязанность уведомить МВД о втором гражданстве или ВНЖ в установленный срок — она лежит на самом человеке, а для несовершеннолетнего на родителях;
- the controlled foreign company rules, if a stake in a foreign company is held in the child’s name;правила КИК, если на ребёнка оформлена доля в иностранной компании;
- CRS automatic exchange between countries on bank accounts, including accounts opened in the name of the new citizen.автообмен CRS между странами по банковским счетам, включая счета, открытые на нового гражданина.
None of these is an argument against. All three are things to work out before filing, not after.Ни один из этих пунктов не является аргументом против. Все три — то, что нужно посчитать до подачи, а не после.
6. How to think about the decision6. Как думать о решении
If the only objective is admission, a second passport does not solve it. In that case the money is better placed into exam preparation and tuition: those affect the outcome directly, and the passport does not.Если единственная задача — поступление, второй паспорт её не решает. Деньги на программу в этом случае лучше положить в подготовку к экзаменам и в оплату обучения: это прямо влияет на результат, а паспорт — нет.
If the objective is broader — the family expects several years of life across different countries, trips to the child, a calm transition between statuses, no dependence on a single consulate — then a second passport works. Only it should be counted not as an investment in education but as what it is: a tool that makes the logistics predictable around decisions already taken. That is the same logic as a plan B without emigrating.Если задача шире — семья предполагает несколько лет жизни в разных странах, поездки к ребёнку, спокойный переход между статусами, отсутствие зависимости от одного консульства, — тогда второй паспорт работает. And one last thing from practice: a passport bought for a specific date — a university application deadline, the start of a semester — almost always disappoints. Programme timelines depend not on us but on the queue at the authority; we covered that separately.
